It is reported that Gansu has announced to cease preferential electricity price during high winter period which means the price will rise by CNY 0.1 per KWh.

FeSi producers have halted quotations with a wait and see attitude. The electricity price rise may take effect from December 1st 2009. Some producers have reached sales agreements with steelmakers, but they are now negotiating with steelmakers on a price hike. Production costs will climb notably and many furnaces will be suspended if electricity price increases by CNY 0.1 per kwh in Gansu.
